In the WordPress Theme Customizer (Dashboard > Appearance > Customize), head to the Static Front Page tab. Here you may select to display your latest posts or a static page as your home page.
If you select Static Page then you will be presented with two select fields to choose which page is your home page and which is your posts page. If you select Latest Posts then your posts page will be the home page of your base URL.
Front Page & Blog Index Page
Create a new, empty page (e.g. with the title of Home or Front Page) and choose the Template under Page Attributes in your page editor. Now you can go to Appearance > Customize > Static Front Page and choose your new created Page as your Front Page.
If you want to show your Blog (and maybe link to it in one of your menus) you will need to create another new, empty page and call it Blog or News. The Page Template should stay the Default. Now you can choose your new page as your Posts Page under Appearance > Customize > Static Front Page.
